When You try to repair connection or Run Ipconfig/flush you receive an error message that resembles the following
Could not flush the DNS Resolver Cache: Function failed during execution.
Or
Windows could not finish repairing the problem because the following action could not be completed: Clearing the DNS Cache For assistance, contact the person who manages your network.

This problem occurs if the DNS Client service is not running on the computer.
So How to fix this Problem ??
Do This...
Go To Start --> Run Type services.msc
[s e r v i c e s dot m s c See the ScreenShoot]
the sevices window will appears, now find DNS Client In the list of services. Double click

You Need To Set StartUp-Type To Automatic
Is there Automatic Now ? OK
Click Start [If not Available to Click Start Click Apply before You Can Click start]
and Now test to repair your connection, Problem Is Solved
or if you advance user and want to try to clear DNS Cache Via CMD you will receive this respon
